Washington, D.C. – House Armed Services Committee Chairman Mike Rogers (R-AL) released the following statement after final passage of the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026:
"I was proud to vote in favor of finally ending Schumer's shutdown. For 43 days, Senate Democrats have held our country hostage in the name of partisan demands. Today, Republicans, along with a few sensible Democrats, voted to reopen the government with a clean continuing resolution along with full-year appropriations for Agriculture, the Legislative Branch, and Military Construction and Veterans Affairs.
"This measure restores stability to our country, reestablishes certainty for military families, and funds key national security work, but work does not stop there. I look forward to passing full-year appropriations as well as the FY2026 NDAA and SPEED Act. With the government reopened, House Republicans stand ready to advance President Trump's Peace Through Strength Agenda."
Military Construction & Veterans Affairs: Investing in Readiness and Military Families
The Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026 includes $153.278 billion in total discretionary funding—$19.7 billion for defense MILCON/family housing and $133.5 billion for non-defense—plus $263.7 billion for mandatory veterans’ programs (disability compensation, education benefits, employment training). The bill:
- Builds and modernizes critical combat-support infrastructure
- $7+ billion to construct and upgrade facilities essential to current operations and training.
- $2+ billion for infrastructure enabling new and emerging technologies, including next-generation hangars for advanced platforms.
- Revitalizes shipyard capacity
- $1.5 billion for the Navy’s Shipyard Infrastructure Optimization Program to modernize the four public shipyards.
- Strengthens quality of life for servicemembers and families
- $4.5+ billion for MILCON and family housing O&M: barracks, family housing, hospitals, schools, child development centers, and related facilities.
- Preserves national security authorities
- Maintains prohibitions on closing Naval Station Guantanamo Bay and using MILCON funds to build detainee facilities in the United States.
