Banks Opening Statement at Fy22 Ndaa Markup

U.S. Representative Jim Banks (R-IN), Ranking Member of the Subcommittee on Cyber, Innovative Technologies, and Information Systems, delivered opening remarks at the FY22 National Defense Authorization Act (NDAA) markup. Rep. Bank's remarks as prepared below: Thank you, Chairman Smith and Chairman Langevin. The mark that the Cyber, Innovative Technologies and Information Systems Subcommittee reported tackles two critical challenges – getting innovative technologies into the hands of the warfighter and securing our networks. Neither task is easy, but both are necessary because future conflicts will be defined by cyber and emerging technologies. Chairman Langevin mentioned many of the great provisions in our mark, but I would like to highlight two more. When I co-chaired the Future of Defense Task Force, I saw how many innovative companies struggle with bridging the valley of death. We require the Department to clearly define this problem so that we can solve it. We also allow for DIU to expand to work in regions where they do not currently operate. These provisions, and the entirety of this reported mark accelerate innovation and improve our security posture, and I am proud of the work we have done in it. Thank you and I yield back.
