THE PROBLEM:

China continues to rapidly expand its submarine forces while Russia upgrades its fleet with increasingly sophisticated submarines, sensors and weapons. In the face of these burgeoning threats, the number of US Navy submarines continues to shrink and the capability of aging US Navy's P-3 Orion anti-submarine warfare aircraft to detect and destroy submarines is in steep decline. These hard facts threaten our nation's ability to control the sea which is vital to our nation's prosperity and security.

WHAT WE ARE DOING TODAY:

Under the CR, the US Navy is unable to steadily upgrade its outdated P-3 sub hunting fleet with 111 highly-capable P-8A Poseidon aircraft.

WHAT WE COULD BE DOING:

The NDAA adds $506 million to buy 3 additional P-8A aircraft and added over $50 million to purchase an array of sonobuoys and MK-48 heavy torpedoes.
