House and Senate Armed Services Committees Release Final NDAA Text

House Armed Services Committee Chairman Mike Rogers (R-AL) and Ranking Member Adam Smith (D-WA), joined Senate Armed Services Committee Chairman Roger Wicker (R-MS) and Ranking Member Jack Reed (D-RI) to release the text of the final negotiated language for the National Defense Authorization Act for Fiscal Year 2026 (FY26 NDAA)

“We’re pleased to announce that the House and Senate Armed Services Committees have reached a bipartisan, bicameral agreement on the FY26 NDAA that supports our servicemembers and strengthens our national defense. We’ve worked together to deliver the most significant acquisition reforms in a generation—cutting red tape, accelerating decision-making, and improving our ability to get modern capabilities into the hands of our troops on time and on budget.

“We urge our colleagues to pass the FY26 NDAA quickly so these vital reforms can begin delivering results for our men and women in uniform.”


The legislation is substantially based on two bills:

H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 202 (SPEED Act and FY26 NDAA), which passed the House on September 10, 2025.

S.2296, the National Defense Authorization Act for Fiscal Year 2026, which passed the Senate on October 10, 2025.
