House Armed Services Committee Chairman Mike Rogers (R-AL) and Ranking Member Adam Smith (D-WA) introduced legislation to restructure, streamline, and modernize the Department of Defense’s (DoD) acquisition system. 

H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery (SPEED) Act, fundamentally reforms the Defense Acquisition System (DAS) to cut red tape and deliver capabilities to servicemembers as quickly and effectively as possible. The SPEED Act will be foundational to the Fiscal Year 2026 (FY26) National Defense Authorization Act (NDAA).
