Polanco-Abreu was included on the committee listing in the Congressional Directory but not in the House Journal or Congressional Record for Jan. 23, 1967. However, as a Resident Commissioner, he was elected to a four-year term in 1966 and his appointment date of Jan. 18, 1965 may have been holding in this case. Republican Convention rules prevented House Minority Whip Leslie Arends (R-IL) from serving as Ranking Minority member on this committee.
