Hunter: "Don't Tar the Service of 922,000 Brave American Troops" (pdf)

U.S. House Armed Services Committee Chairman Duncan Hunter (R-CA) today encouraged fellow Members of Congress and the news media “not to tar the honorable service of 922,000 brave Americans in Iraq and Afghanistan with the reported actions of one squad in one city on one morning.”

Hunter noted that U.S. personnel have won more than 50,000 Bronze Stars for their service in Iraq and Afghanistan.  He cautioned fellow legislators: “Don’t define one million American troops by the actions of one squad.  That’s unfair and hurtful.”

"Contrary to widespread media reports, torture is banned under American criminal laws.  Any American who tortures a detainee overseas may be imprisoned for up to twenty years or in cases where the torture results in death may be executed.  News agencies which have printed stories stating explicitly or implicitly that torture is allowed under present law have disserved American troops."

“This past weekend I had the opportunity to lead a bipartisan delegation of 16 Members of this body, including 6 Republicans and 5 Democrats from this committee, to Guantanamo to examine firsthand the treatment of detainees there.  What we saw was not the ‘gulag of our times.’  Instead, we saw a world-class detention facility where detainees representing a threat to our national security are well fed, given access to top-notch medical facilities and provided an opportunity to obtain legal representation.” 

“While there our delegation ate from the same menu as the detainees, including a lunch of chicken breast in orange sauce, rice, okra and bread.  After eating it myself, I’d argue that the food is better than what our own soldiers eat in the field.  In fact, the average detainee at Guantanamo has gained over five pounds…”

"On June 6, 1944, just 30 months after Pearl Harbor, U.S. forces waded ashore in Normandy. Nobody insisted that President Roosevelt produce a plan for withdrawing U.S. forces from Europe.

"On March 7, 1945, the first U.S. units reached the Rhine river. Nobody knew the Germans would sign surrender papers on May 7th and nobody demanded a timetable for withdrawing U.S. forces before the victory was won.

"On June 23, 1945—sixty years ago today—American paratroopers landed on the island of Aparri to link up with Filipino guerillas. Nobody asked Douglas MacArthur to prepare a plan for withdrawing from Japan on June 24th.

"I mention these events because some people seem to forget how wars are fought. We don’t fight them on the clock, as if a whistle will blow at the end of the day telling everyone to go home. We don’t fight them on a schedule, as if war is as predictable as a train timetable.

"We fight them in order to achieve the conditions of victory."

"Senator Durbin’s outrageous statement insults the American taxpayers who provide Korans, prayer rugs and meals such as lemon baked fish and honey glazed chicken for the terrorists at Guantanamo. His callous remarks also insult the American soldiers who caught, guard and interrogate these terrorists.

"He also insults the victims of the real gulags of Pol Pot, Hitler and Stalin. At Guantanamo, it’s pot roast, not Pol Pot.

"The war on terrorism has made it clear that we need to urgently improve our nation’s human intelligence capabilities, including those of the Department of Defense when conducting military operations. “We have ramped up production of armored Humvees 30-fold since the terrorist insurgents began attacking our patrols with IEDs in the summer of 2003,” Saxton said, referring to the use of roadside bombs known as improvised explosive devices. “Seventy-five percent of the Humvees in theater are now armored, and every month more armored Humvees or kits to upgrade vehicles already deployed are shipped out to the troops.”

“This overwhelming defeat will hopefully stifle those who seek to spread deliberately false information of an impending draft. We simply do not need a draft. The Army, Air Force, Navy and Marines are meeting their recruitment goals and are still attracting and retaining the people we need to fill all ranks. Our military today is highly qualified because it is comprised of an all volunteer force.

“The President and the Secretary of Defense once again today expressed their opposition to reinstating a draft in any form. The President said that if he were presented with this bill, he would veto it, and Secretary Rumsfeld said he would ‘oppose any proposal to re-institute the draft.”

"As we learned during the course of our recent 9/11 hearings you can’t simply draw an arbitrary line between tactical military intelligence and strategic intelligence,” Chairman Duncan Hunter said.  “While that may make sense in Washington, it doesn’t work on today’s battlefield.  We won’t serve the families of 9/11 victims by depriving our men and women in uniform of the direct intelligence lifeline that currently exists between our troops, spyplanes and satellites. 

"In fact, the Commission’s Vice-Chairman, Lee Hamilton, acknowledged the importance of this point when he stated during one of our hearings: ‘I think the committee has helped us in understanding the importance of the tactical military intelligence. And I think some of our recommendations can be refined.’  And also: ‘I think the questions that are being asked here are helpful to us and causes me to think that we need to refine some of our thinking in this very important area, and we will try to do that.’”
